Paint on 98 v70 R rims peeling, how do I fix? V70-XC70 1998

The paint on one of my rims is totally peeling off. I would like to know how, or where to go to get them fixed. I live in Los Angeles. The rims are also scuffed pretty bad and wouldn't mind having them all re-done if reasonable. I also have to get new tires. I finally own my dream car!! Just have to fix it up a little.
