Anyone with Failing ETM near Washington D.C.??

Don Willson from VEXED (http://VEXEDvolvo.org) needs your help. Someone he calls "very special," wants to drive a Volvo with failing ETM within 2 hours of D.C. I have a feeling it's someone who could make a difference. Anyway, I'm attaching the pertinent information below:

Is there a car within several hours of Washington DC that has a reproducible ETM failure that has not been repaired yet? Either surging, hesitation or more importantly stalling? I will forward the information to the appropriate person.
