Horn problem on my 1999 V70

Hi - first time poster here. The left side horn section on my steering wheel works intermittently. The right side works fine. The local Volvo dealer wants to replace the entire steering wheel for $400. Does anyone have suggestions for repairing the problem? Thanks in advance.
