High boost, no power 850 1995

I have a 95 850 Turbo that is having a performance problem. The car runs and drives fine but under hard acceleration, the turbo boost gauge will max out but the car is getting little actual boost. I have gotten a couple of codes - 435 (HO2S, front, slow) and 436 (Rear HO2S Max compensation) but they do not seem to be setting the check engine light. Would an OT sensor problem cause a drivability issue like this?
