Don--yes they are. The ones you want to cut are oval in appearance because the bumper at that point is slanted. Cutting out that oval isn't as easy as it looks. You think you can just grab your Bosh orbital jig saw and whack it out in an instant, but it won't cut all the way around because of the lips in the bumper. You have to finish up using one of those box knives you hijack airliners with. The bumper plastic will cut with the utility knife, but get one with a wide, hell-for-stout blade. The cheapo ones with the skinny blade will snap on you. I hope/assume you bought the Volvo/Bosch OEM lights which come with a little black plastic surround that hides the mistakes you made with the utility knife, as well as the relay and dash switch. Now getting that relay into the right slot under the dash is the real Sisyphusian task to installing fog lights on your 850. Taking the bumper off and cutting out the holes and installing the lights is baby shit compared to lying on your back under the dash trying to finger that little one-inch cube into a slot in the firewall on into a relay board you can't see. The OEM lights come with the little dash switch, and the car is prewired for it, so that's no problem. The switch goes into the first opening to the left of the wheel. Pop off the dummy cover and look behind it for the connector. It's been about five years since I installed the foglights on my 97 GLT, so forgive me if I miss a memory or two here. But getting that relay in under the dash is still vivid and crystal clear in my mind. You have to either remove the dash or a little wiring board underneath with a 10mm wrench and move it out of the way to get at that relay hole for inserting the relay.
