Frigi Fresh does work, but before you use it, do the following:
1. Take the cabin air cleaner out.
2. Use 409 or any common kitchen clean and paper towels to clean out as much of the air intake area as you can reach. Wipe down EVERY surface that you can reach. You should be able to reach down into the vent and feel the fan blades. Clean them off one by one. I recently helped a young friend do this, and his car was a mildew farm because the previous owners had not cleaned or changed the filter.
3. Turn on the fan to high and spray Frigi Fresh or one of the equivalent mildew AC cleaners down into the intake opening.
4. Run the fan for awhile, then shut of the car and let it sit for a day or two.
5. Install a new filter, reassemble.
The real problem is that water condendses on the evaporator and disgusting organic matter grows in there. I know of no technical cure, just an operator procedure. What you have to do is turn off the AC a few miles before you reach your destination and let outside air blow over the fins. Make sure the air is no longer cool, meaing the system is at the ambient temp. This won't prevent the mildew forever, but it will help for awhile, maybe months.
