I had a rear one stick. It could not be opened up by any means I found. I think Rule308 is right - they don't want the public tampering with them. Easy to replace, though not cheap.

It is not a big deal at all, it just sucks because it means you need a new seat belt reel. Do not tamper with it just install it in the nearest trash can and put a new one in it's place. They are made to be pretty much tamper resistant for the obvious reasons.

I don't know if if the 93 is any different but I bought one with deployed airbags. I was told I would have to replace the seatbelts. They were stuck in one position and would not budge (or so I thought). I did play around with them and was able to free both of them. I seem to recall I pushed the belts into the reel a little and it seemed to release itself from being locked.
