shifting funny and dash lights illuminated 850 1997

Today my wife drove home and the car apears to be driving in second and all or most of the dash lights are intermittenly iluminated. It will not crank and behaves like a dead battery , in fact with a jump it starts just fine but the drivability is quite poor It apears to be in some sort of safe mode. any sugestions or ideas ? Would a drained battery cause something goofy like this ?
We also had a very hard down poor today and I wonder if this could be moisture related ? Are there areas that I should consider for WD40 bath ?
Help !

Check the alternator. It may not be putting out enough current to keep the battery fully charged or you may have a short somewhere.

Is there a easy way to check the operation of the alternator without pulling it out ? I have a meter and is there a voltage reading the battery should register while idling ?

I had the exact same symptoms on my 97-855 one week ago. Turns out a new alternator solved the problem.
