Weird starting on S70 non-turbo S70 1999

I recently have a werid starting problem with my S70.
The problem is that every cold start, I hear click/clunk and no-crank.
However, if I hold my key to "START", I hear click/clunk, and then
NO sound for 10 second and I hear click/clunk again and start the engine.
It feels like a starter is getting charged up for 5-10 second to get a crank.
If I turn OFF the engine and immediate start the car again, then it starts like a brand new car.
I have a brand new battery.
Does anyone have the same problem??
