car won't start on first try when cold 850 1993

no matter how long I crank the engine when cold, it won't start. But, after i turn the key back and retry it will always start. I'm thinking that it seems like it's not getting enough fuel injected on the first try and it needs another "injection" to start. Other than that the runs great, it never stalls on me. What do you guys think?

    Try this, turn the ignition to position II (on) and wait for 5 seconds before engaging the starter. If that works, my fix on the 245 was to replace the check valve by the pump. It was supposed to keep the gas from flowing backwards back to the tank.
