I cheated... I had the dealer remove the panel for me. They got it off without breaking anything. I installed IPD's repair kit, which took about 20 minutes, and now the panel is remounted solidly.
Once the panel was removed, I was able to easily see the problem. The top of the panel has four mounting pylons for the mounting clips. 3 out of the four pylons had broken-out holes where the clips are supposed to attach. One of the entire pylons had cracked. IPD's kit includes small sheet metal pieces that you screw onto the top of the pylons, giving the mounting clips something secure to hold onto. These will only work if the pylon itself is not broken or damaged.
Because the added sheetmetal pieces sit on top of the pylons, there is thickness added to the pylon. That means that when you remount the panel, there is a small gap, maybe 1/16" between the panel and the tailgate glass that was never there in the original installation. If you can live with this, and your pylons haven't completely broken, the $20 IPD kit is a great alternative to spending $150 plus for an entirely new tailgate panel.
