Where is the heater fan relay located on a 96 850?

It is the same location as 95 model, behind the glove box. 2 blue relays sitting side by side. The one on the left is the heater fan and the one on the right is the AC.

96 850 heater fan relay

If its like the 94's is behind the glove box on the left side. Use a small screwdriver to pry the glovebox lid arms out and take out the screws that hold in the felt lined glove box. It pulls out a little rough. The relay is the blue one on the left. You will get back fan speed #4 by replacing this.
