Parking brake

The mercury is dippin into the negative number (F scale). My parking brake seems to be stuck. I get no resistence when the brake is applied. Any thoughts.

It's been pretty wet out East, you might have some water(ice) in the housing. The only way to positively check is to pull off a rear wheel and visually check. Not something to do when it is so cold out. Thank goodness it is not stuck on keeping your car from moving!

Thanks. I hope it warms up soon but not too much. Just enough to get some work done.
