Does Check engine light have to be on to use OBD II 850 1995

Can anyone tell me if I can get any info on the car components by using the OBD II even if the check engine light is not on..I have tried to read to read the codes from under the hood but I am not getting any codes..I am trying to diagnose the TPS, EGR and anything else dealing with fuel consumption and idle..

If the CEL light isn't on you won't get much out of the OBDII on the 850. The early versions of OBDII monitored few parameters and passed few through the data port. Unlike the later OBDII revisions that gave you all the sensor data, the 850 gives you very little. Mostly emission related data.

So long as the key is in posII (ON) you should be able to read most of the codes. If all you get is 111, great. Don't forget to clear them one you have noted the codes.
Try cleaning the throttle body, getting new air filter, tune up, if you think your gas milage isn't up to par. Idle should be around 900-1000 rpm. Mpg around town ~20, highway~25.
