Vacuum pump relay malfunction S40-V40

My wife has a 2000 V40 with 86,000 miles. A few nights ago she brought the car home with a loud and constant clicking sound coming from the left front fender. It was the relay to the vacuum pump shorting. Service techs pulled the pump and replaced the relay. However they told her the plastic shroud on the pump housing was cracked and full of water !?!

This seems odd given the location of the pump in the front fender. The wheel well liner should deflect almost all the water, the valance panel underneath it is not water tight so it should not "fill up" and flood it and besides it hasn't been raining here in months!

Anyone else had an issue with this or even heard of it?

    Vacuum pump relay malfunction S40-V40

I am looking into buying a used V40. I was able to see the service record for one particular vehicle and I noticed the Vacuum pump relay was replaced. Asking the dealer about this particular event, the dealer indicated it was Volvo repair (voluntary recall) that was done during one of its service checks. He blathered on about how Volvo is really into safety and based on a mere suspicion of a problem will conduct a repair without charge.

Contact a Volvo dealer and ask to see if your car qualifies for RECALL 129. It is for 2000 model S/V 40's. It relocates the vacuum pump, replaces the plumbing and relay for the pump, and should be free of charge.
