There is a recall, however it is in its early stages so who knows what kind of responses you'll get at the local shop. If you call the national number for Volvo, your problem will be addressed properly with no waiting or BS. Volvo is paranoid of a lawsuit. I had to have my tank replaced about a month ago and it was done under the recall, they said I was the 17th person in the country to have the tank replaced so it is probably not super-common as of yet. When they had my tank down they mentioned my fuel pump was leaking at the top of the tank. I told them to ignore it and do the recall only. It seems to be quite common to find the rubber/glue material that surrounds the power wires going into the tank for the pump/sending unit deteriorated and allowing gas to leak. This should only happen when the tank is brim-full. If it has the recall related leak (if similar to my experience) it will likely leak down to the point where the tank is about 1/3 filled.
FYI, the simple fix is to fill in the area around the leaky wires with some tough epoxy. The fuel pump is $400, the epoxy about $5. You make the call
