RPM slowdown when cruising 850 1995

Our car has started this. At about 2500 rpm, when the foot comes up off the gas to slow a bit, the rpm drops 3-400 rpm. Enough to surge the driver ahead in the car. What is causing this?

That is odd. I notice some of the same thing. Of course, my trans just got pulled and I'm replacing it... I'll let you know Friday PM if the new one does the same thing..

I assumed it was the lockup but I could be wrong.
