heater blower fan, no heat. question 850 1996

while checking for voltage I noticed there was power to the hot lead whether or not the fan switch was on or not, I also noticed a slight voltage coming from the ground wire. when I hooked up a different ground it just shorted out. dose this sound normal? kelly
