Mine is a 94 as well. I just fixed mine yesterday.

After i took out the seat, I fliped it over and found out there's one broken wire right at the plug where the thermostat is. There's 2 wires. One is Red/white and the other is red. It senses the temp to cut-out the power to the heating element when it gets too hot.

It was a easy fix for me.

    Good luck.

    1. Connector pulled off thermostat. Easy to fix.
    2. Wire broken on thermostat connector. Easy to fix.
    3. Heater element in seat has an open in circuit. $$$$$$$$

call Volvo, I believe they have a recall regarding heating seats. Call them to get the years the recall will cover. Don't pay a penny - get them to fix it!

I don't recommend this at all, if your seat heaters are working, even a little.
The recall is a "fix" that will dumb down the seat heaters to remove the possibility of a fire occurring.
After the recall, your seat heaters will throw so little heat you won't even notice it. Fred.
