this will work in Washington state where they only use
the OBD II port at the sniffer station.

go to a shop.. have them clear the codes.
unhook the battery and then hook it back up and
drive straight to the sniffer station. They wont be able
to read any codes (tell them you just had it serviced) so
they will have to resort to the sniffer test instead of the
OBD II port check. It has to be running pretty ragged to
    flunk the sniffer test IMHO.
Oh yeah.. make sure you have your radio reset code before
    unhooking the battery terminal!
This will get you past the emissions so you can renew your tag..
then you can try to figure out whats going on.

      Similar post on this approach:

      http://www.brickboard.com/AWD/index.htm?id=680931

I'd be careful with this though. The OBDII system ready codes
won't be set and you will automatically be failed for that in
many states (requiring an appeal process to get around it assuming
the state has an appeal process).

Getting the ready codes set is a major pain in a Volvo requiring
an extremely long driving procedure that can take all day (over
time they reset but if you need them reset quickly it is hard
      to do).
