O2 sensor ?

I've replaced the front o2 sensor in a 96 850 non turbo (100K) (rear was done six months ago) I continue to get low voltage reading from the new front sensor (.175-.20v). I've tried two known good sensors with the same results. Car continues to run VERY rich and continues to set fault code "front o2 sensor voltage too low". Last night it starting setting the same code for both sensors. The connections are secure and clean. I'm lost. Any ideas much appreciated.
