Is this dealer-only-can-do-item or can we re-program the car for "new" FOB's?

98 keyless programming requires 4 digit PIN # and a scan tool to program. Not necessarily dealer only but you gotta have the volvo scan tool, and you gotta get the code from the dealer. The remote PIN is stored in the same volvo database as the radio code. Some independent repair shops have the volvo scan tool.

I purchased two FOB's from eBay for $26 shipped to me. I have a 3rd party dealer that has the scan tool and I know the PIN because I had to get the Radio code after purchasing this used vehicle. So, I'll have three FOB's and two keys after the extra key comes in.

Again, many thanks. I was scouring the net looking to see if this could be done via the ignition. Evidently not. My guys will take care of me.
