Other than the dealer, where can I purchase the console shifter bulb? The dealer wants $10 for that tiny little thing.

TonyG may be right but I in the past have had great luck going to light bulb stores, good sized cities usually have one, with the bulb in hand. If it's a light bulb they can almost always find something that will work, usually from the same supplier. Prices are often 10 or 20 percent of what the dealer gets.

Generally speaking, instrument/switch bulbs for late modeled Volvos are impossible to find other then from the Volvo dealer. They are sold as a bulb/bulbholder assembly which make the aftermarket choices very limited. Purchase your bulb(s) from the dealer, turn down your instrument dimmer from 100% to 90% brilliance and you will never have to replace a bulb again.
