The car is a blue (almost the color of my Mac OS X desktop) 1993 850 GLT, no sun/moonroof, decent leather seats, AC blows cold, straight body, 5-speed manual transmission, smoker's car on which everything works except the cruise control, and the antenna mast will need help soon.
Paint appears to be original, as it matches door jambs and engine compartment.
Mfg. plate states the car was built in 12/02.
The dash rubber/plastic appears to be a little out of flush at the place on the passenger side where it meets and makes a sort of seam with the rubber/plastic next to the cover for the passenger side airbag.
Engine service light comes on started.
Oil present on valve cover, around bolts on top.
The car needs new tires all around - has six spoke 15" alloy wheels. The suspension seems pretty stiff, but has an annoying clunk and apparent lack of shock absorbtion on the front right corner when driving over the many bumps found in my small Southern town's roads.
In the past six or so years, the only stick-shift vehicle I've driven was a 1964 International Load (or Lode?) Star grain truck during '02 soybean harvest, and a couple of tractors, at my in-law's farm in Indiana, so I was pretty pleased not to have stalled or ground any of the gears when I spent part of the day test driving the car on Saturday.
The vehicle has 188,000 miles, and a decal in the engine compartment states that belt service was done at 146,000 miles, although I'm not sure if it was serpentine or timing belt. The diagram shows about five pulleys on the belt.
The asking price is $3000.00 US. The car's not EXACTLY (read as italics, not shouting) what I'm looking for, but is pretty close.
Should I buy it? What are your thoughts?

I presume that you are somewhat familiar with the Volvo 850 history. My questions would be are you going to work on it yourself, and how much would you think was acceptable expenditures for routine maintenance. These are not inexpensive cars to maintain. Also, is there a service history available for the car.
Good that the A/C is working now, but you might want to find out if the evaporator has been replaced and when. Lots of history on that here on the board. Also, I had to replace the compressor on my '93 last year at 125,000 miles.
It sounds like the front struts need to be replaced. I did the work myself, paid $400 for Bilstein Heavy Duties (struts and shocks). Boges or Bilstein Touring Class would be a little cheaper, and give a little less firm ride. The suspension is stiff, no getting around it. Also replaced the spring mounts, the sway bar bushings and the sway bar links. Total was over $500 for parts. Stopped all the clunks and groans.
Check the flame trap (Bay 13) and also look to see if it is leaking oil from the rear main seal. If no problem with either one of those, then probably just need to replace the gasket on the oil filler cap. If the oil trap hasn't been kept clean, it can lead to crankcase pressure and rear main seal failure which is expensive to fix.
If the service engine light goes off a few minutes after you start the car, it is just a service reminder. You can reset the service light yourself. Bay 13 or the Haynes manual tell how.
Has the clutch been replaced? The previous owner had the clutch in my car replaced at the dealer. The repair bill was over $1000 (I have the receipt). Much less if you did it yourself. I'm hoping that I will not have to replace mine while I own the car. The clutch should last a very long time if not abused.
The timing belt replacement interval for the 93's is 50,000 miles. That's what the sticker should be for. Not very expensive if you do it yourself, and not unduly difficult.
The lifting of the vinyl around the air bag on the passenger side is fairly normal for these cars at that age.
The clutch and transmission are nice and smooth on my car. I wouldn't drive an automatic unless forced. 5-speeds are hard to find.
I don't know if you should buy the car. The price doesn't sound too bad. Could probably get it down a little more, note the work that you know needs to be done. What's not exactly right?
If you're debating between this and a Honda Accord, then I don't predict a happy marriage. I owned a Honda Accord. It never needed anything but gas and oil. Ran great and got good gas mileage. I've never owned another car that I hated as much as I hated that one. Now, if your debating between the 850 and a Jaguar XJ6, then it might be different. Bottom line, I love how the 850 looks, feels and drives. I don't expect it to be maintenance free. I do all work myself except for the A/C and climate control to keep costs down. Your mileage may vary.

I opted not to buy the car, and returned it to the owner today.
In terms of bringing the car up to the point where it is in good enough shape to use as a daily driver (100 - 300 miles on mostly highway, but frequently rough country roads and poorly maintained urban roads), I would have had to spend quite a bit to bring it up to the condition of my '87 740. Probably $1,000 to $1,200 because I lack the time and expertise to perform the work myself.

I have a 93 850 glt 5 speed w/ 98 k on it, not a bad car I have had a few problem with ac leaking, I put two cans of r134a in a year, I had a sudden
stalling problem (new fuel pump relay). I had lots of front end work done
ball joint, control arm bushing , this work is cheap to fix.
there are eletric gremilin and seat back cable problem,
the car is a pretty slow but the 5 speed lets you get the most out of the engine, I would never buy a automatic volvo 850, at least the 5 speed can
be fixed for under 1000 buck with a new clutch that should last 80k.
850's are really easy to fix if you are handy there are tons of part
online and even used in junk yards,
overall my 93 has been a better car than my 97 850
