Dashboard buzz S70 1998

I am hoping that someone out there in cyberspace can help me identify a noise that sounds like a fan running coming from the dashboard of my 1998 S70 GLT.
It is coming from the dashboard, around the area of the climate control system. However, this buzz is heard constantly, even when the fan for the a/c system is in an off position. This just started. I'm wondering whether the automatic climate control is not so automatic and has decided to be on all of the time (even when no air or heat is coming from the vents).
Thanks for the advice. I know that I'll probably have to visit the dealer because the dashboard is a dog to remove!

    Need more info please.

    1. Does it make the noise when the ignition is switched on but the engine is not running?
    2. Is the noise related to speed?
    3. Does the outside temperature affect the quality of the noise?

        Since the noise only occurs when the engine is running, it may be the air pump. There have been posts about the relay on them going bad. Usually the CEL come on.

        This part located in front of and below the battery on LH drive models (behind the air dam). It is supposed to come on for @2 minutes to pump air into the exhaust system until the catalytic converter comes up to temp.

        Check the archives. The mechanics on the board will be able to provide you with expert diagnostic advice.
