Won't shift out of Park.... 850 1996

I know I've seen this discussed before, but can't remember what causes it.

Has happened a couple of times to my wife and she has to restart car and then it works okay. Button on shifter won't go in and allow it to be moved from Park.

Is it in the ignition switch or the microswitch Bay 13 talks about?.......
