99 T5 passenger door opens when locked... S70

I have a 99 s70 t5. The passenger door will open, even when it is locked. Any ideas? Is the lock mechanism 'off' or broken? Electrical? The lock 'stem' is down, and the door opens...

It is supposed to do that. It was designed so that if you are in an accident and need quick exit, the doors will unlock easily. The doors lock to keep unwanted people out, not the passengers in. If you have small children, use the child safety locks located on the perimeter of the door.
