Emergency brake acts wacky? V70-XC70

OK- even after new brakes, my emergency brake "sometimes" feels tight but most of the time the handle comes all the way up and the car can still roll! Is the adjustment nut under the console like to good ole 740's? OR is there something broken with the cables or linkage? Basically feels like its not braking! mothing appears to be broken or hanging. Car is a V70 AWD

    I had a similar thing, the volvo tech at my local independant garage said that I needed new cables as the old ones were stretched and sticking. He did this, it seemed to work fine.
    Apparently they cannot lubricate old cables effectively.
