Yes, it's cheap but not quick... 850

If you take out the insturment cluster (volvospeed.com), and take the cluster apart, you can get to the odometer assembly. 99.9% chance you have a broken gear. You need to get a new gear (15-tooth I believe) and replace it. Your cost for the gear should be about $10-$40 depending on who you get it from (they are hard to get and speedo shops know this). Check around with your local speedo shops and hopefully you find someone nice enough to sell you the gear. It shouldn't be more than a 2 hour job if you work carefully. Brains before brawn when working on the instrument cluster!!! Good luck!!!

The cheapest way I can think of is to take the speedo out yourself, and take it to a speedo shop, and re-install.

I just went through this on my 94 turbo. The gear was the problem. I could not find anybody to sell me the gear ( it must have cost less than a nickel ). I think that there is a fear of being complicit in odo tampering.

The dealer will sell you an odo assembly for $214. What I ended up doing was pulling the cluster using the Bay13 instructions. I found three electrical connectors and the vacuum line for the boost gauge. I then disassembled the cluster ( all 25 screws ) and mailed the odo to www.speedometer.com. in Austin. In about a week and $107 I had the odometer back and in the car. Not cheap but it worked.
