V40 Gas Mileage S40-V40 2001

Just purchased a v40 with about 16000km(10K miles). Have filled up twice and checked mileage after doing some city driving. My mileage checked out to be 22 mpg, and 21.5 mpg. I thought I was supposed to get around 26 mpg in the city. What are other people getting for gas mileage and what does Volvo rate these cars for gas mileage?
