I ordered a new antenna mast from IPD the other day and I took the black bolt off of that square black rubber thing and the antenna will rise like it is supposed to when I turn the radio on, but when I go to pull the antenna out more it won't come out, is there another bolt Im supposed to take out??

nope.

after you take off the bolt, just turn the radio on and the mast should begin to come out.

If it does not pull out easy, you may need to open up the antenna body inside your trunk and clean it out with some TB cleaner then spray wd40 to lubricate it.
