Repeated need for Radio Code 850

If my 1996 850R wagon has been off for more than 10 minutes or so, my radio prompts me for the code. I type it in and it works fine, but I thought the code was only required if the battery was disconnected. Is this correct? Could this be a sign of a more serious electrical gremlin?

Also, my headlights go out when I turn the car off and remove the key, which is normal, but if I leave the light switch in the Park position, the lights stay on! Is that normal?
