Reading/clearing codes/S70 T-5 reliability S70 1998

What year did Volvo make a change where you can't read the computer codes? I'm looking at buying a 98 S70 T-5, and wonder if I can use an Actron scan tool (with OBDII cartridge) to read/clear the codes, or a similar tool. Also, I have heard that you need a separate tool to clear the service lights, is that true? Anything to watch out for on used S70 T-5's? (heard about the wiring harness, light bulbs burning out, ABS brake module problems, early pad/rotor wear).
Thanks - Glenn

It is true that you can not clear the service light on a 98 70
series without a special tool (but light turns off after 5 minutes).
IPD sells the tools (www.ipdusa.com).

I'm not sure about the OBD question (never had a check engine light
on my 98 T5 so I've never had the need).
