Help with gas door V70-XC70 1998

My gas door won't open. Can any one tell me if there is a manual release and where it is on the 1998 v70 awd wagon? Does anyone know which fuse operates the door latch?

The gas door motor is driven by the alarm/locking module. There is no fuse specifically for the gas door, but the locking module is fed through fuses 6 and 13 located in the passenger compartment.
