Power Steering fluid low ...

First off, Happy New Year to all!

At 38k miles on my GLT I noticed some whining noise when making turns -- but not consistently and not frequent. I started noticing the noise 2.5 weeks ago. The noise got worse just today with some vibration on the steering wheel as I pulled up the driveway. So, I decided to check the power steering fluid which was low (below the cold mark) and brownish in color.

Questions:
1. Was any damage done?
2. Should topping it off for now make it driveable without doing damage? It is very cold on the hands to do any work outside for more than 15 minutes.
3. Will a fluid change normally resolve most issues?

Thanks in advance.

P.S. At 38k miles I still have warranty coverage until April 2002.
