Engine Cooling fan on even when cold V70-XC70 1998

My 98 V70 AWD engine cooling fan stays on when I shut the car off. This occurs even though the temp display indicates less the half-way and outside temp in the 40's. Engine seems to be running cooler than normaland fan on more often than I remember. Any ideas....fan relay,themostat, computer??? Thanks.

Temperature sensor for the ECU may be broken and I think it falls back on a 'safe' setting by turning on the fan quite often in that case.

Yep, should also have a check engine light with a Volvo code 123 , ECT sensor which is located under the upper radiator hose. The T-stat housing needs to be removed to replace it easily so might as well replace the T-stat as well (add $20).
