My 2004 volvo V70 2.5 has 225 45 r17 size tires and they rub on the inside of the fender. Has anyone installed a slightly narrower tire?

According to Tirerack.com the proper 17” tire is 235 45 17. If that’s true then you are already a bit narrower than stock.

Are you using the original rims? (Possibly wrong offset)

Are your steering stops in place? Maybe someone replaced the lower control arms and didn’t swap the stops over to the new LCAs????
