Pierburg purge valve vacuum connections V70-XC70 2000

I was getting some fast food today and while at the order window, I could hear my engine making a popping sound from under the hood of my 2000 V70 XC SE.

When I got it home, I looked around for vacuum lines and found there was a Pierburg valve next to the radiator on the drivers side of the engine. It had a vacuum line going to it from under the intake manifold but only a 2" short piece of hose hanging down into the open air on its other port. I could not find any other rubber hose, filter or device to plug into that open hose.

I wonder what is supposed to be connected to the Pierburg hose that points downward? Since I don't have anything to connect to it, should I just block off the hose or keep it open?

    That hose needs to be replaced. It is for the SAS system. The engine will run OK and no harm will be done, but you will get a check engine light for emissions control.
