Key fob death V70-XC70

I have two key fobs. The buttons on both fobs work correctly but only one fob will start the car. Is this the situation where the fob needs to be recoded/reset by a volvo dealer?

    Is there a year? Is the key inserted into the dash or a keyless start button?

      The car is a 2004 V70 2.5T. One fob does everything the other does everything but does not start the car.

        Assuming you have a switch blade key, I found this tidbit:

        Just a note: The key has to be in fully unfolded position in order for the engine to start and run. If your key has the failure where key blade doesn't snap out and lock this can lead to you turning the key on and cranking it over with the key folded to some degree and the chip can't be read by the antenna ring.
