hi i drive 98 volvo v70 non turbo driving to work today the battery light flashes off and on then stay on test my battery with multimeter and voltage was jumping to battery voltage to the lowest voltage and back and forth sporadically is my alternator heading out

Most likely. A new voltage regulator will cure that. You can confirm it by having it tested at an auto parts store, if you can drive it that far. Check the battery voltage with the engine turned off, it should read 12.4V or slightly higher.
