Braking issues V70-XC70

2006 XC70. I never felt that this car had responsive brakes. Pedal has always felt low, meaning that I have to push down 1/2 way for braking to begin. Sometimes I think that after one pump, it is higher. Did a full brake/ rotor change, changed fluid...no change in feel. Am I missing something? or do these models have 'spongy' brakes? I have a 2013 S60, different feel. I have had 850's and S40...no issues.
What can I check or change to have more responsive, higher pedal?

You said you changed the brake fluid, DOT4 ?
Did you bleed each brake cylinder and ever get a good peddle?

If you can't get a good peddle then you may have a problem with the Master Cylinder. My old 740 M/C required bench bleeding and I got good at it
replacing rebuilt M/Cs several times. Others may chime in with suggestions for
    the V70.

I can suggest that you avoid rebuilt master cylinders if you decide
to swap it out. They are not rebuilt right if the cylinder bore is pitted and they just install new seals. I suppose that's why the ones I had were junk.

“....Sometimes I think that after one pump, it is higher...”

I would second Bill’s thoughts. That’s indicative of a failing master cylinder.
