Parking brake gets stuck on in 2008 C70 C70

Parking brake is out of adjustment, and, once, when I pulled it up very hard to engage it, it would not release. I had to pull the cap off of the back of the lever, and get a metal pick to pull on the cable with to get it to let go.

Now, the parking brake seems to get stuck in the on position even if pulled up with normal effort.

Has anyone else had this problem? Is it an occasional issue with the FWD/AWD cars? What fixes it?

    I wonder if you stretched the cable that moves the ratchet position? A 'new' handle is $100. Worth your time to investigate farther.
