anyone know what those long, horizontal bulbs in the lower part of the front bumper are called?
How hard is it to change the bulbs? Stationed overseas and can't find any info in owners manual.

You might try Volvo's site to see if you can download a different manual.

You might try going to a dealer with your hat in your hands.

Based off the ones I have seen and the color temperature I believe these are LED assemblies. It would be series of LED's mounted on some sort of chassis.

I believe the part is called a position lamp. Try googling volvo part 31353290 - it should steer you in somewhat the correct direction.
