I had the same thing on my S70, lived with it for over a decade. The turn signals sometimes had a hard time cancelling. When I pulled the dash to fix the cracked mounts last year, I finally fixed it. The breakaway bolts make it fun. Working with it in place makes it even more fun. I never could get a drill bit centered enough to use an extractor. No real room below the windshield to use a punch either. I wound up slotting them with a diamond wheel on a Dremel tool. The bolts are shrouded some so it cut into the housing some. They were still not wanting to turn. I used a vessel impact driver with a plastic headed dead blow hammer (mostly turned sideways to keep from hitting the windscreen). No dice. I took a heavy shanked flat blade screwdriver and used it and some steel punches to smack the slotted head I made and after a while, I saw one finally starting to turn. Both did have the typical thick, blue Volvo factory threadlocker on them. Replaced with cap head Allen screws from home depot. They didn't really fit as the heads make contact with the aforementioned shrouding, so a little more material off there and voila.

They didn't seem to think it was too awful hard. It probably normally isn't.
I do like it better solidly mounted, but my particular car fought me every inch of the way. If I had a decent compressor, an air chisel probably would have made this easier. My little compressor does not have the chops to run air tools.
