A large friend was riding with me and I think must have extended the seat belt out all the way. Now the retracting spring is very weak. Is it hopelessly broken and in need of replacement? Or is there some trick to try, or fix of the existing?

It could be that the belt twisted during retraction. Go ahead and pull it all out of the B pillar and then let it go in slowly. I never did like Volvo's design as the belt wraps around a verticle post rather than a horizontal one.
