Blower fan problem-code 418 850

My 95 850 T-5R has been giving me trouble with the blower. Some times the fan works and sometimes the rec and aut lights on the climate control flash and I get no fan movement at all at any speed. I've changed the resister, relay and blower motor and still have the same problem. The B1 climate control port in the OBD1 code reader is showing code 418-No control signal to blower fan power stage.
Does anyone know how to fix this? I've inquired about the dash climate control panel at the local dealer and 1) it costs $1200 and 2) it has been discontinued. So buying a new one is out of the question. Should I be looking at the wreckers for a used one or is there something else I can do to get reliable heat? Any help woul be greatly appreciated because it is starting to get cold and also, not having a windshield defroster is a real pain. The car has auto climate control.
Thanks for any input.

Is that the ECC/EZ129K heater on the schematics?

I just went through a similar situation, codes 418 and 419 and no blower. I replaced the blower motor and resistor, still nothing. In my case the brand new resistor didn't work and once it was replaced everything started working.

I ended up with used ECC computer that I'd be willing to sell for the same price I purchased it for ($60 plus shipping) if that's what you need. It should work fine but I'll pop it into my car to verify.

Are you having intermittent problems with the blower or is it off all the time?
