headlight relay removal S40-V40 2001

Both of the headlights are out but the bulbs are good and all the fuses are good. So I believe it is the headlight relay. But it seems to be in a very hard to reach location under the steering wheel. How do you replace it, there is a bar in the way,or is there another solution?
