cooling fan always on S70 1998

My '98 S70 T5 runs the cooling fan from the moment the key is turned to second position and stays on, not allowing the engine to reach proper running temp. The local (non Volvo) shop says I need a new brain box or ECM, but I've read that a replacement brain must be reprogrammed for the specific car. Doubtful if I need a replacement brain, any suggestions appreciated, Dave

See if there's any codes, maybe a kaput temp sensor?

If this just started happening, it could be a failed relay.

ECMs are model specific, not each car.
