Relay for power windows V70-XC70 1999

My manual shows a relay in the rectangular fuse box under the hood (#9 to be exact) but it doesn't exist in my fuse box. Anyone know where the actual relay is?
I'm having problems with my power windows and am ordering switches but with my luck it will be the relay. Since the switches work whenever the interior of the car warms up (like when it bakes in the sun)

If it is anything like the 1998, those relays are under the dash and directly under the engine fuse box.

But... There is no relay for the windows. If it just happened, let the circuit breakers cool off for about 20 minutes and then try again.
