1996 Volvo 850: ECC (Electronic Climate Control) Mystery

We have a 1996 Volvo 850 non-turbo. Recently, the two lights (REC and AC on the Dashboard Temperature Control Module) began flashing for ~20 seconds. The heater blower no longer functions. The problem allegedly was diagnosed as a faulty Temperature Control Module (which has automatic climate control). After acquiring a replacement Temperature Control Module, we installed it and now have the same problem. We would be thankful to hear about any other possible cause of this problem. We have checked and already ruled out:

blown fuses
bad blower motor

Many thanks,

OnlyVolvo

Are you saying the blower motor does not work at any speed? How did you test the blower motor?
What the heck is a temperature control module? Do you mean the ECC control box with the temp dials? Or the resistor mounted to the left of the blower?

There are a number of codes that will trigger the blinking lights of death. But moving the blower speed from auto to something to the right of 0, should activate the blower.

What happens if you switch the control to manual if no change I check the ECC power stage. This item sits next to the blower. It is basically a variable resistor to vary the ground depending on the fan speed. Cars with automatic climate control vs manual control are different!!!
